Economic growth and development of the region can be achieved when given to each section in place. So the formulation of an economic program for employment and sustainable development requires a good understanding of the situation and the economic advantages of the region. This research by use the shift-share model to analyze of the economic situation of the basin tropical West in order to determine the dominant role of economic and predict the future state of the basin of employment as the main aim of their research. In addition, entry and exit employed workers examined the Location Quotient mode. Research in terms of research applied research component of the research method is analytical. In order to gather the required information, including the detailed results of the census of public libraries and tools have been used. The results indicate that total in the period 90-1385 industrial and service sectors have lost their share of the agricultural sector. Agriculture is the dominant economic role of the basin in this period that the continuation of this trend with respect to potential watershed in the field of agriculture and subsequently of industry, can be expected the employment issue in the basin and consequently Kermanshah and Ilam provinces due to the high rate of unemployment to be eliminated.
