fa فرایند بکارگیری معیارهای فناوری اطلاعات و ارتباطات در فضاهای شهری (مورد مطالعاتی: پیاده‌راه اِرم همدان) The process of utilization of Information and communication technology's criteria in urban spaces (case study: Eram walkway of Hamadan) روان شناسی محیط پژوهشي-مورد پژوهی Research امروزه رشـد سریع شهرنشینی و وسایل نقلیه شخصی به نفع سواره ها، باعث افت جدی کیفیت محیط شهری و فضاهای پیاده شده است. پهنه‌های پیاده شهری نقش حیاتی در سلامت عمومی شهروندان دارند، لذا راهبردهای مختلفی برای توسعه آنها استفاده شده است. مشاهده مشکلات بغرنج ترافیکی، زیست محیطی و کارکردی پیاده‌راه نوساز اِرم همدان، بیانگر مساله عدم کفایت راهکارهای سنتی کالبدی برای توسعه پایدار آن است. اخیرا تجربیات موفق بسیاری، گویای کارایی فناوری اطلاعات و ارتباطات در حل معضلات پیچیده ناپایداری شهرهای مختلف عصر اطلاعات، بشکلی نوآورانه و فارغ از موانع فراوان راهبردهای توسعه کالبدی می باشد. با وجود آمادگی نسبی زیرساخت‌های فاوا در شهر همدان، فرایند بکارگیری معیارهای آن در مقیاس پیاده‌راه ارم مبهم است. لذا ضرورت پژوهشی نو با هدف تکمیل هوشمند شکاف ناپایدار کالبدی موجود با حداقل محدودیت‌ها، منابع و تغییرات محسوس می باشد. روش تحقیق توصیفی– تحلیلی و نوع آن کاربردی– توسعه‌ای است. جمع‌آوری اطلاعات به دو روش میدانی (پرسشنامه) و اسنادی انجام گرفت. متناسب با تخصصی بودن موضوع، جامعه آماری شامل 20 نفر از کارشناسان بومی عرصه شهرسازی و فاوا، معیارهای هوشمند کالبدی– فضایی مرتبط را به روش دلفی تا رسیدن به اجماع، غربالگری کرده و فرایند بکارگیری معیارهای آنها را در پیاده‌راه ارم مشخص کردند. برای تحلیل داده ها و تعیین اولویت معیارها از فرایند تحلیل شبکه (ANP) و نرم ‌افزار Super Decision استفاده شد. یافته‌های کلی بیانگر اولویت بکارگیری فاوا بترتیب در معیارهای کاربری، ترافیک، منابع و محیط زیست و فرم و فضاهای شهری با امتیازهای 574/0، 262/0، 121/0، 041/0 است. به علاوه، رتبه و اهمیت زیرشاخص‌های هر یک از معیارهای فوق مشخص و تحلیل شد. نتایج نشان می دهد: مسایل اصلی کالبدی- فضایی و زیرساخت‌های موجود پیاده‌راه ارم، سطح شکاف دیجیتال مخاطبان آن و ظرفیت‌ها و تجربیات موفق قبلی بکارگیری فاوا درفضاهای شهری مرتبط با این معیارهای چهارگانه، نقش بسزایی در اولویت معیارهای این فرایند داشته‌اند. در پایان متناسب با نتایج تحقیق پیشنهادات کاربردی ارائه شد که مهمترین آنها را می توان احداث کاربری‌های پیوند‌ دهنده فضای مجازی و واقعی، بکارگیری انواع سیاست‌های محرک، تامین حمل و نقل عمومی هوشمند و نسب انواع تجهیزات هوشمند و نیمه هوشمند کنترل دوطرفه فضای شهری دانست.   Today fast urban growth and personal vehicles in benefit of riders, causes serious drop of the quality of the urban environment and pedestrian spaces. Urban walking areas have vital role in citizen's public health. So different strategies used to their development. Observing traffic, environment, function problems in the renovated walkway of Eram of Hamadan, shows the problem of inadequate of traditional physical strategies for its sustainable development. Recently the abundant successful experiments, illustrate the efficiency of ICT to solve the complex problems of unsustainability of different cities in information age, by an innovative form and regardless of great obstacles of physical development strategies. In spite of relative preparation of ICT infrastructures in city of Hamadan, the process of its utilization is unknown in the Eram walkway. So there is a necessity for a new research with aim of smart completing of existence physical unsustainable divide with minimum changes, limitation and sources. The research method is descriptive-analytical from practical-developmental kind. Collecting information is done from field (questionnaire) and documents. In fit of a professional subject, statistics society includes 20 people of domestic experts in field of urbanization and ICT screened the related smart physical-spatial criteria by Delphi method towards consensus and explained their utilization hierarchy. Analyze network process (ANP) and Super Decision software is used To analyze data and to determine the priority of criteria. The total findings demonstrate the priority of function, traffic, sources and environment and urban form and spaces respectively with points of 0.574, 0.262, 0.121 and 0.041. Furthermore, the rank and importance of indicators of each of above criteria are determined and analyzed. Results illustrate the main physical-spatial problems and existence infrastructures of Eram walkway, the digital divide level of its users and potential and the previous successful applying of ICT in urban spaces related to these quadruple criteria, have had a crucial role in the stage priority of this process. Finally, in fit of paper results, the practical suggestions are presented, Which the most important of them can be knowed to create linker functions between cyber and real spaces, to use different stimulation policies, to provide smart public transportation and to put different smart and semi-smart utilization to control bilaterally of urban spaces.
