fa ارزیابی سطوح توسعهیافتگی بخش مسکن در بین شهرستانهای استان مازندران با استفاده از تاپسیس فازی (Fuzzy TOPSIS) The Evaluation of Development Levels in Housing between Cities in Mazandaran by Using Fuzzy Topsis Method تخصصي Special پژوهشي-مورد پژوهی Research یکی از بخشهایی که برنامهربزی در آن بایست با تاکید بر توسعه انجام شود، بخش مسکن است. وضعیت مسکن در شهرهای کشورهای جهان سوم یکی از شاخصهای توسعه اقتصادی- اجتماعی در کشورهای جهان محسوب میشود. به همین منظور برنامهریزی در امر مسکن در جهان دارای ارزش و اهمیت بهسزایی میباشد. در این بین توجه به شاخصها و متغیرها نیز دارای اهمیت است چراکه، میتواند در مسیر انجام پژوهشها مؤثر باشد. در استان مازندران به عنوان استانی که در آینده نزدیک به قطبجمعیتی شمال کشور تبدیل خواهد شد، مسکن از جمله نیازهای مبرم جمعیت آینده خواهد بود که باید با شناخت درست نسبت به متغیرهای مختلف آن بتوان برنامهریزی جامع و فراگیری را برای آن ترتیب داد. در این پژوهش که با روش توصیفی- تحلیلی انجام شده است، متغیرهای مختلفی در زمینه وضعیت مسکن در استان مازندران انتخاب و با استفاده از مدل تاپسیس فازی مورد ارزیابی قرار گرفته و نسبت به دستهبندی شهرستانهای این استان اقدام شده است. آنچه از برآیند این پژوهش پیداست، پنج متغیر مساکن بادوام، نیمه با دوام، تاسیسات، بهداشت و شبکه فاضلاب بهعنوان متغیرهای این پژوهش در حوزه مسکن انتخاب و پس از جمعآوری دادههای مربوط به آنها از مرجع مرکز آمار ایران در سطح شهرستان نسبت به پیادهسازی مدل تاپسیس فازی مثلثی بر روی آن، اقدام گردید که نتایج بیانگر وضعیت خوب مسکن در شهرستانهای بهشر، نکا، قائمشهر، تنکابن بوده است که این شهرستانها به نوعی در سطح اول دستهبندی شدهاند. پس از آنها شهرستانهای ساری، آمل، بابل، چالوس و نوشهر در دسته نیمه مطلوب و سایر شهرستانهای استان نظیر جویبار، سوادکوه، جویبار، رامسر و.. در وضعیت نامطلوب از منظر این شاخصها به سر میبرند.     The housing sector is one of the parts where the program should focus on development. The housing situation in the cities of the Third World is one of the indicators of socio-economic development in the countries of the world. Therefore, planning for housing in the world is worthwhile. In this regard, attention to indicators and variables is also important because it can be effective in the way of research. In Mazandaran province, as a province that will soon become a polar population in the north of the country, housing will be one of the urgent needs of the future population, which can be combined with comprehensive knowledge of the different variables. For that. In this descriptive-analytical study, various variables in the field of housing in Mazandaran province were selected and evaluated using fuzzy tops model and categorized in the provinces of this province. As a result of this research, five variables of durable, semi-durable, facilities, sanitation and wastewater networks are selected as the variables of this research in the field of housing, and after collecting data related to them From the reference center of the Iranian Statistical Center in the city, the implementation of the fuzzy triplicate tops model was implemented. The results indicate a good housing situation in the cities of Bashir, Neka, Ghaemshahr, Tonekabon, which Cities are somewhat classified at the first level.
