In the present era, cultural indicators are considered as one of the main pillars of the development of societies, which, while enjoying a special status in national planning, provide a platform for economic growth and territorial development. Considering the fundamental importance of culture and its role as the most important element of social transformation in today's world, this research seeks to use 24 key cultural components for explaining the cultural development in the cities of Bushehr province. This study, using document sources and utilizing Spss software and Topsis, Vikour and Saw models, attempts to analyze and analyze existing data using a descriptive-analytical method. Findings of the research indicate that there is a deep divide between the cities of Bushehr province in the presence of cultural infrastructure and facilities. On the other hand, the cities of Bushehr and Dashtestan have a long distance from other cities and have a high level of development, and on the other hand Jam and Dailam are among the deprived areas. The results show that achieving the desired cultural development in less developed, deprived and deprived areas requires special attention to the natural, social and cultural conditions of the regions, reviewing the existing situation and spatial planning in order to increase the quantity and quality of resources in the cities of the province. Because cultural integration is not possible in the targeted allocation of services, except in the context of decentralization, the use of new capacities, new socio-cultural policies and the adoption of a social justice strategy.
