Today fast urban growth and personal vehicles in benefit of riders, causes serious drop of the quality of the urban environment and pedestrian spaces. Urban walking areas have vital role in citizen's public health. So different strategies used to their development. Observing traffic, environment, function problems in the renovated walkway of Eram of Hamadan, shows the problem of inadequate of traditional physical strategies for its sustainable development. Recently the abundant successful experiments, illustrate the efficiency of ICT to solve the complex problems of unsustainability of different cities in information age, by an innovative form and regardless of great obstacles of physical development strategies. In spite of relative preparation of ICT infrastructures in city of Hamadan, the process of its utilization is unknown in the Eram walkway. So there is a necessity for a new research with aim of smart completing of existence physical unsustainable divide with minimum changes, limitation and sources. The research method is descriptive-analytical from practical-developmental kind. Collecting information is done from field (questionnaire) and documents. In fit of a professional subject, statistics society includes 20 people of domestic experts in field of urbanization and ICT screened the related smart physical-spatial criteria by Delphi method towards consensus and explained their utilization hierarchy. Analyze network process (ANP) and Super Decision software is used To analyze data and to determine the priority of criteria. The total findings demonstrate the priority of function, traffic, sources and environment and urban form and spaces respectively with points of 0.574, 0.262, 0.121 and 0.041. Furthermore, the rank and importance of indicators of each of above criteria are determined and analyzed. Results illustrate the main physical-spatial problems and existence infrastructures of Eram walkway, the digital divide level of its users and potential and the previous successful applying of ICT in urban spaces related to these quadruple criteria, have had a crucial role in the stage priority of this process. Finally, in fit of paper results, the practical suggestions are presented, Which the most important of them can be knowed to create linker functions between cyber and real spaces, to use different stimulation policies, to provide smart public transportation and to put different smart and semi-smart utilization to control bilaterally of urban spaces. The similarities and the differences of the bed of case study with other urban spaces specially in industrial countries has worthy information about the reasons of this phase differences.
