 The purpose of this study was to investigate the status of the implementation model of sustainable development strategies based on the perspective of urban planning and explain the role of citizenship rights with a case study of Shiraz. This research was applied in terms of purpose, correlational and the method of collecting research information was library and field. The statistical population of the study, professors and university experts in the field of urban management, urban planning and citizenship rights, as well as experts and managers of various units of Shiraz Municipality were selected as the statistical sample of the study. A questionnaire was used to collect research data. Descriptive and inferential statistics and structural equation modeling and Smasrt_PLS software were used to analyze the research data. The results showed that one of the strategies to overcome the obstacles and challenges of sustainable development is the status of citizens' civil rights. Improving the status of citizenship rights is one of the most significant strategies for sustainable development and the results of the present study showed that if citizenship rights are included in urban development plans, the path to achieving sustainable development can be paved.
