This research aims to clarify the capacities of Advocacy planning in order to improve the social indicators of small cities by presenting a model of Advocacy planning in small cities. The current research is a part of applied and exploratory-explanatory research with a combined (qualitative-quantitative) method. In the qualitative part, through interviews with experts, including academic professors and executive officials of small cities in the north of Hamedan province, and using the phenomenological strategy and interview content analysis tactics (theme analysis) and the qualitative analysis software MAXQDA 2020 and the iMindMap software, 9 components of representative urban planning in small cities And the theme network diagram was presented.In the quantitative part of the research, it is a descriptive and contextual research, and in order to measure the content validity ratio and perform the steps of the Delphi technique, one-sample T-tests and Kendall's coefficient were used under SPSS version 26 quantitative software, and in order to measure the suitability of the quantitative model of the research, the confirmatory factor analysis method was used. With the help of tests of homogeneity, convergent and divergent validity, combined reliability test and Cronbach's alpha coefficient, PLS version 3 software was used. The statistical sample in the qualitative section was based on theoretical saturation based on the codes extracted from the interviews with the panel of experts and in the quantitative section 384 people were selected from the citizens and small towns in the north of Hamedan province, which included the cities of Kabudar Ahang, Rezen and Demaq.In the results obtained from the analysis of structural equations under PLS software, it was found that the Advocacy planning model obtained for small cities had a good fit in promoting social indicators and representative urban planning affects social indicators by 79%, so in general it can be concluded that There is an effective relationship between the capabilities of Advocacy planning and the promotion of social indicators in small cities, and it is expected that the research hypothesis will be confirmed in a larger sample of the same community (in other small cities)
