With the growing youth population in Iranian and global cities and intensifying economic, social, and spatial challenges in housing provision, targeted urban planning for this demographic has become increasingly critical. Domestic literature indicates that Iran’s prevailing housing system relies heavily on individual ownership, mortgage loans, and large-scale construction projects, while city-level or youth-specific policies have received limited attention. Research highlights gaps in spatial planning, housing model diversity, and institutional participation (e.g., municipalities), directly impacting youth access to suitable housing. In contrast, developed countries like the United States, the Netherlands, and Sweden have implemented structured rental policies, subsidy systems, and socio-spatial planning to provide diverse, sustainable youth housing solutions. Similarly, in developing countries such as Nigeria and Egypt, despite the absence of comprehensive national policies, localized participatory and low-cost housing initiatives have emerged. This study employs Qualitative Comparative Analysis (QCA) to identify and analyze gaps in youth housing policies. Drawing from theoretical literature and policy documents, ten composite indicators across institutional, spatial, social, and economic dimensions were developed as an analytical framework. Secondary data from six countries—Iran, the United States, the Netherlands, Sweden, Nigeria, and Egypt—were collected and analyzed based on these indicators. Findings show that countries with youth-oriented, structured policies offer more diverse housing models, leveraging sustainability assessment tools, active local institutions, and service-oriented spatial targeting. Using frameworks like the Daniell model, five policy recommendations are proposed to enhance Iran’s youth housing system, promoting urban resilience and spatial justice.
